Image menu, select Image Size
Uncheck the Resample Image box
Set the PPI (or height or width)

I’m curious; Why uncheck the ‘Resample Image’ box?

To keep the pixel dimensions of the image constant.

If you resample the image you are changing its size (pixel dimensions), the OP ask how to set the print resolution which does not require changing the image pixel dimensions.

If you wanted to resize the image, you would check the Resample box.

Maybe I’m just thick, exactly what happens when you leave it checked?

If resample is checked the image is resized, that is pixels are added or deleted to make the image the size specified.

if resample is not checked, the PPI number is changed but none of the pixels in the image are affected.
