Folks, is there and equivalent to the CS healing brush in Photoshop 6 or any of the other image editors that are cheaper than CS?

Ahhh. The healing brush. What a furfy!
Use the mask tool to select a portion of the image you intend to apply to the ‘healing’. Feather the edges. Control+c to copy it to the clipboard. Control+v to paste it. Enable bounding box to see the new piece on the new layer and move it into place. Repeat as many times as needed.

This method is an alternative to the clone tool, not the healing brush. The healing brush blends the copied material into the image, your method doesn’t blend anything at all.

Try cloning to a new layer and change the new layer blend mode to luminance

There is quite a difference between the HISTORY brush and the HEALING brush…

I know, but in PS6 it can be used to do some of the same type of tasks like removing dust and scratches with little effort.
