Life is a batch — and then you die (with a memory error no less)

I run a series of steps on an image – resize the 3m image to about 1/5 the size, copy it into a new layer and drop shadow it, then save it. Works fine in both ps 5.5 and 7. I create an action out of this and batch files through it. Works great on ps5.5 under w98. Then I try it under ps7 on w2000. On the very first image, when it gets to the point of saving it, it says insufficient RAM (128mb on the machine and hardly utilized at the time). If I do the very same steps outside of a batch process, no problem. What could be the cause of this?
