Nudge with Photoshop cs

Yes, it’s exactly the same in Photoshop CS as in Photoshop 7.

for some reason it does not seem to work in CS.

Maybe a bad activation crack or a bad keyboard driver. It could also be another program stealing the Ctrl-key from Photoshop CS. Trillian can do that, I’ve heard.
