Unable to edit a text file saved as a .jpeg Photoshop 7

I am using Photoshop 7

I am working on files that are uploaded to a company that is printing our yearbook. They only accept .jpeg files. I am doing the advertisements. I prepare the text and then save as a .jpeg. HOWEVER, once I have exited the file, I am UNABLE to reopen the file and edit it (make corrections). I get a message that the layer is locked (or something like that).

How can I do what I need to do and then be able to reopen later so that I don’t have to prepare a new file everytime.

Save the file as a .PSD Photoshop file for working on. Whenever you make changes, Save the PSD Photoshop file and then Save As a JPEG for the yearbook company.
