Effects panel launches Photoshop Help

Through several versions of PS (going back to ver. 4), from time to time when I use the effects panel (such as color overlay) something launches Photoshop Help (starts browser, the whole shmear). Usually it will launch multiple instances of Help since I’ve clicked a couple times before noticing it is launching.

Is this a documented bug or am I alone in this?
