I have Adobe Photoshop 7.0.

How do I change a tiff to a JPG or GIF?

(I scanned a photo using my HP Officejet 7110 and it came out being a tiff file.)

Easy.

File>Save As then choose whatever format you want from the drop-down menu.

You can also use "File>Save for Web. that may even be better for what you are doing.

Save For Web has a limit on how large an image can be processed. It’s the ideal way to convert if the image has been resized for the web or e-mail.
