Hi!

1) Are there any good sites that have tutorials on making cool buttons with PhotoShop?

2) Are there any sites with a list of possible PhotoShop tactics/effects with step-by-step instructions on how to apply them to objects?

Try The Adobe Studio Exchange <http://share.studio.adobe.com/> for some tutorials. Next, do a search on the net for Photoshop tutorials, buttons and I am sure you will get a bunch of hits.
