I have several photos at 3.9×5.9 inch. I would like to position them centered on a 8×6 inch color matte(or canvas,background).
Image>Canvas Size does not allow color options. How can I place my photos on a 8×6 color matte?

Create a new canvas of the size and color you want. For example 8×6 red. Then open the 3.9×5.9 image and select all (CTRL+A), Copy and past into the new canvas and it will automatically center.

The other option is to make your background color the desired canvas color and add canvas which by default uses the background color. In Photoshop CS you have the options of background, foreground, white or black for canvas colors. Adding canvas automatically centers by default also.
