PS CS seems to run high CPU cycles even when idling and the file browser not in use. Why this behavior?

It shouldn’t from my recent experience. I’ve been monitoring CPU usage on my machine closely because of a hardware problem and the only time PSCS uses the processor extensively is when it is doing something that I have made it do. Then it really uses the processor – 100% flat out.

In my case, with no image file opened, CPU has constant burts of 30+% usage.
