layers palette lock in 6.0

Help! I recently started using 6.0 (I’m alittle behind the times) and can’t turn the lock off on the layers palette, which is driving me crazy cuz I can’t move the image around on the screen to use the rubber stamp tool. Any ideas? Thanks, Nora
