CLUT and file size

This is not neccessarily a Photoshop Question, however, I am sure there is an expert out there that can assist in my query.

If a CLUT has 256 colours in its palette, each 3 bytes wide, what would the minimum file size of an image have to be before any file size savings occur?

My rational is this:

Colours = 256
Size per Colour = 3 bytes
Therefore the colour palette is going to be 256 x 3 = 768 bytes.

Therefore only files greater that 768 bytes will be able to avail of file size savings.

This is not a homework question, but was an exam question from last Saturday (web stuff). The above was my answer so I cant change it at this point. I would just appreciate some feedback from someone regarding my rationale. Many thanx
