You can’t upgrade from anything to Photoshop 7. Call Adobe and see if they have any deals from Elements to Photoshop CS. It will be more than the standard upgrade but a bit less than the full version.

Bob, Thanks for the response. I have the opportunity to get the photoshop 7 upgrade but I want to know if it will upgrade from elements out of the box.

No it won’t. You need a a previous version of Photoshop in order to upgrade.

In the past, registered Elements users were offered Photoshop at very good prices . May happen again, I don’t know. Last fall was the last one I know of.
