Layer set duplication bug

Say you have a layer set with layers "Bob", "Frank 1", and "Layer 1". If you duplicate the set, the duplicate set will have layers "Bob", "Frank 1", and "Layer 2".

If PS is going to try to avoid name collision, it should do it consistently. Seeing as I can have as many layers with the same name as I want, I don’t understand why PS tries to avoid name collision, seeing as it does such a limited job of it, ending up being not very useful.
